Construction Management

Through diligent construction management we have a clear track record of on-time and on-budget performance.  Our construction management services include the oversight and coordination of all road and utility construction, as well as managing changes in property tax agricultural-exemption status, on- and off-site signage, and the establishment and operation of Homeowners Associations.  Our team provides concise monthly reports outlining progress, cash flow, and accounting data for transparent, current client communication as the project is constructed.

Planning and Entitlement

Drawing upon extensive experience and long-term relationships with land planners, area municipalities, environmental experts, engineers, consultants, and homebuilders, C3 Development manages the entitlement process. This includes environmental impact and drainage studies, creation of MUDs/WCIDs/PIDs, roadway/utility design and approval, and zoning/re-zoning/variance efforts. Our expertise in the area of MUD/WCID laws allows us to structure a District to maximize developer reimbursements. This includes District tax considerations, regulatory requirements, bond sale oversight, and timing considerations which can significantly impact profitability.

Property Valuation and Disposition

We combine our thorough knowledge of local jurisdictional issues, the entitlement process, development costs and other variables together with our financial modeling ability to best and most accurately value property. This enables a developer or builder to evaluate a number of scenarios when determining whether or not to proceed with an opportunity.

Project Feasibility

We coordinate and conduct the necessary feasibility studies to establish, first, if any fatal flaws exist, and if not, the economics of a land development project to facilitate key analysis and decision strategy. This process can include environmental impact studies, drainage engineering reports, traffic analysis, market analysis, and similar feasibility reviews.

About Nathan Neese

Owner of C3 Development, LLC

With previous land development experience for two of the nation’s largest homebuilders (at the time), DR Horton and TOUSA (Newmark Homes), Nathan has facilitated the planning, development and marketing of thousands of lots in over 20 communities in the Central Texas area. From the design and construction of infrastructure, signage, and project amenities to the formation and administration of Homeowners/Condominium Associations, Nathan’s expertise includes a breadth of skills in the acquisition and underwriting process as well as on-the-ground project development management.

Nathan’s proficiencies include land acquisition, project conceptualization, building project proformas and construction cost estimating, permitting, development construction and cash flow management.  Nathan has experience securing bank debt, structuring joint venture and partnership arrangements, and evaluating options and optimal solution sourcing, whether it’s financing, efficient land development, or contract negotiations.

Active in the Real Estate Council of Austin, Nathan is a licensed Texas Real Estate Broker, and serves on the Board of Directors for the Reunion Ranch Water Control and Improvement District.

Nathan resides in Austin with his wife and two kids and spends his free time playing guitar with friends and running in local races.
